The work of co-ordination and planning the activities of the Indian Bureau of Mines is carried out by the Controller General, Indian Bureau of Mines assisted by a Technical Secretary of the rank of Regional Controller of Mines. The work of preparation of five year plan proposals, annual plans and programmes of the department, performance budgets, demands for grants, material for annual reports of the Ministry of Mines, agenda items for the Quarterly Performance Review meetings, progress reports of various plan schemes including Science & Technology is also carried out in the office of the Controller General, IBM.

At present the Planning & Co-ordination Division is headed by Controller of Mines. The main functions of this division are given below :

1. To assist the Controller General in supervising the implementation of the annual programmes of the department and co-ordinate the work of various divisions.
2. To be responsible for all administrative matters.
3. To arrange meetings of the IBM Advisory Board.
4. To formulate five year plan proposals, annual plans and programmes of the department, performance budgets, demands for grants, material for annual reports of the Minsirty of Mines, agenda items for the Quarterly Performance Review meetings etc
